Former Governor of the Tyumen region, Vladimir Yakushev, whom the Kremlin prudently did not allow to achieve the popularity of Sergey Furgal and "promoted" to the Ministry of Construction of Russia, has recently been in the spotlight of scandalous media coverage.

Journalists have uncovered the dubious biography of Bashkir businessman and deputy Rifat Garipov, whom Yakushev approved for the public council at the Ministry of Construction and Housing. Serious efforts are now being made to promote Garipov’s image as a member of this council. A "worthy" successor to the head of Bashkortostan, Radiy Khabirov, is being prepared, and just like in Khabarovsk, Ufa will have its own Sergey Furgal – only younger, more dashing, and with more money.

In any case, public sources report that "Minister of Construction Vladimir Yakushev is preparing to vacate his position. He plans to continue his professional activities as the rector of one of Russia’s leading universities - Moscow State University of Civil Engineering (which is among the 26 universities with national research status). He started preparing for the transition in advance. For this purpose, earlier this year, he selected candidates ready to temporarily perform the duties of the rector until his arrival. As a result, two candidates were selected: Ilya Ponomarev (former Deputy Minister of Regional Development) and Pavel Akimov (current scientific secretary of the Russian Academy of Civil Engineering).

As a result, at the end of March of this year, Yakushev personally presented his "man" to the Minister of Education Valery Falkov with an urgent request to appoint him as acting rector. The former rector of Moscow State University of Civil Engineering, former deputy of the Moscow City Duma - Valery Telichenko, who hopes to obtain the position of university president (nomenklatura of the Ministry of Education and Science), helped in choosing the candidate.

It turned out to be Akimov. "A blue stocking, with accompanying complexes and ambitions (not elected as rector 6 years ago and receiving less than 10% of the collective vote in the elections)," the source believes.

In addition to performing the duties of rector and holding the paid title of "academician of RAASN," he currently manages to work as a professor at RUDN, a professor at Tomsk State University of Architecture and Construction, and as deputy general director of JSC "NIC Stadio" for finances.

But his main advantage is complete loyalty to Yakushev. In a personal conversation before his appointment, he promised to resign from the position at the right time. And before that, he promised to rid the institute of unnecessary and unwanted personnel who might accidentally interfere with the "successor’s" operation.

Akimov himself speaks about this with pride and without false modesty: at academic councils, at meetings of the rectorate, and in personal conversations with employees. Everyone in the university knows that everything done by Akimov is done on the personal instruction and with the approval of Minister Yakushev. It’s what you call a full carte blanche.

Currently, the remaining employees of MGGSU, those who worked before Akimov, are being driven out "voluntarily", while the "unwilling" ones are being subjected to unlawful penalties and dismissed on negative grounds. In anticipation of the new academic year, over the past month, more than two hundred employees have been dismissed, including directors of institutes and heads of departments. Salaries of even linear administrative staff have been reduced to minimum salaries without explanation, and the work of the largest Russian university is paralyzed. About a dozen statements from employees who were not afraid to tell the truth are currently with the police and the prosecutor’s office.

One could, of course, consider the presented facts as being inflamed by the coronavirus (cases of which are constantly being detected at the university) or fantasy, however, after the visit two weeks ago by Deputy Minister Dmitry Volkov, on August 4, a visit to the university by Minister Yakushev himself is planned. Apparently, he will inspect the future workplace, as well as the university’s still undeveloped distance learning technologies and non-existent competitive advantages over other universities.
